Opportunity Zone financing creates unique and powerful incentives to invest in disadvantaged neighborhoods. Yet, the timelines and restrictions required for Opportunity Zone Funds to comply with the new regime tend to disfavor real estate redevelopment because it typically requires significant environmental investigation and remediation that can slow things down.
Brownfields, which can be any previously developed and potentially impacted piece of real property from a corner gas station, to an abandoned office building, to a commercial mall with historic dry cleaners, to a derelict manufacturing facility, tend to cluster. And because many brownfields are clustered in the ~8,700 Opportunity Zones around the country, developers and investors must identify approaches to using Opportunity Zone Funds to address the environmental work necessary to bring these legeacy properties back to life.
A timely seminar being held at K&L Gates in Chicago May 22, The Green Zone: Opportunity Zone Funding for Brownfields Redevelopment, will explore options and approaches for using Opportunity Zone funding to encourage brownfield redevelopment.
